Here 100% is set to the largest number of tests completed across the areas or functions being compared. This does not mean that all the tests have been written, and other bars that are lower than 100% do not mean there are more tests left to write. It is just a comparison of how the number of tests vary. The bars may vary due to differences in the relative complexity of areas or functions, or differences in how well-tested they are.
